Did you ever find out what this is/was? I was curious too when I was up there for an art festival.
I know I’ve seen this explained on another blog and now I can’t find it. The column is still there but the statue is gone now.
Its a column put there by the owners of the Cotton Belt Building just to its west. The angel was stolen
