So I get why they needed to block off Lewis Place to install the new smokestacks, but were there any hearings, debates or announcements that the street, owned by the people of St. Louis, not TriGen, would be blocked off? I doubt it in this city. Corporations are king.

The street wasn’t blocked to remove the stacks. After L.K. Sullivan was reopened the front of the plant became a nightly gathering place for a great many people, hanging out and partying. Several shootings happened, and the city finally compromised on this solution to deter gatherings at night.
